Safeguarding

Safeguarding Training has been running again in a number of centres – Diocesan Office, Tauranga, Gisborne, Hawkes Bay, and Whakatane and is due to be run in Central and Southern Hawkes Bay on 12th and 13th July and in Taupo on 26th and 27th July.


We continue to have new people attending.


I am asked frequently asked at my training about Title D, Canon 1 of Ministry Standards for Bishops, Ministers, and Office Bearers, and could I provide handouts of this.


I did think this was something that I could do, but as I already kill too many trees with the handouts I supply during training, I  decided I would let people know how they can access this information simply.

Secondly: Ministry Standards Website also sets out the complaints process and this can be seen and printed off for your Church notice boards as follows:

 

Who falls under Ministry Standards. Basically, it is all clergy, licenced laity, wardens, vestry / parish council members, office bearers.


As you may be aware the investigation of complaints under Title D is undertaken by Kooyora in Australia who have been contracted to undertake this work. All complaints under Title D are first sent to the Independent Registrar based in Aotearoa/New Zealand. The Registrar role is currently held by Winston McCarthy with Alice McCarthy as deputy Registrar.


As this is a new process there is still a need for this to be bedded in which is taking a bit longer than perhaps, we anticipated.


The complaints are then forwarded to Kooyora who determine if they fall within the realm of Ministry Standards. If they do, then Kooyora will seek a consent form from the complainant and commence the process of investigating the matter. This investigation includes talking with the complainant, the respondent, any witnesses who are identified and then providing this information back to the Registrar.


If the complaint does not fall within the Ministry Standards or is about someone who is not covered by Ministry Standards, then a complaint may be made to the Safeguarding & Risk Manager to look at the situation and follow up with the parties.


In the documents held on the website under Safeguarding there is a procedures manual, which has the outlines of complaint forms to be used.
